2014 Omnibus Solicitation

The SBIR & STTR Omnibus Solicitation consists of a parent funding opportunity announcement (FOA) for SBIR, a parent FOA for STTR, and narrative descriptions of the programs and research topics. View the Application Guide for NIH and Other PHS Agencies.

These FOAs are intended to support small business innovation research across a broad spectrum of topic areas. U.S. small businesses that have the research capabilities and technological expertise to contribute to the research and development missions of the awarding components identified in the Omnibus Solicitation are encouraged to submit investigator-initiated SBIR & STTR grant applications in response to the identified topics. Applicants may also consider other areas of research within the mission of any of the awarding components and submit an SBIR & STTR application.

There are new changes in the 2014 Omnibus Solicitation that were made to implement the provisions of the reauthorization act, so please read the solicitations carefully.

  • There is now greater flexibility regarding who can apply. Applicants may now switch between SBIR & STTR Programs. Specifically, those who previously applied under an SBIR award are now eligible to apply to an STTR award, and vice versa.
  • This funding opportunity will accept a Phase II or Phase IIB submission if there was a previous award to the applicant for an STTR Phase I or II.
  • Small business concerns that are majority-owned by multiple venture capital operating companies (VCOCs), hedge funds and/or private equity firms are eligible to apply to the NIH SBIR program.
