2013 Omnibus Solicitation

The SBIR/STTR Omnibus Solicitation consists of a parent funding opportunity announcement (FOA) for SBIR, a parent FOA for STTR, and narrative descriptions of the programs and research topics.

These FOAs are intended to support small business innovation research across a broad spectrum of topic areas. U.S. small businesses that have the research capabilities and technological expertise to contribute to the research and development missions of the awarding components identified in the Omnibus solicitation are encouraged to submit investigator-initiated SBIR/STTR grant applications in response to the identified topics. Applicants may also consider other areas of research within the mission of any of the awarding components and submit an SBIR/STTR application.

The issuance of the PHS 2013-2 Omnibus FOAs implements some, but not all, of the provisions of the SBIR/STTR Reauthorization Act of 2011. Provisions implemented with the current Omnibus issuances include:

  • New award guidelines and maximum award size (see the FOAs for details).
  • Allows applicants to sub-contract with a federal laboratory without the need for an SBA waiver (required previously).
  • Allows applicants to request up to $5,000 to obtain their own Technical Assistance vendor if they wish. In doing so, applicants cannot qualify for the NIH-provided Technical Assistance Programs.
